MINISTRY OF COMMERCE AND INDUSTRIES

BRIEF HISTORY

 The Ministry of Industries, Commerce, and Cooperatives came into being as a result of the merging of Industrial Promotion and Investments Departments with the erstwhile Ministry of Commerce, Cooperative and Tourism.
 
 This new structural arrangement of government was made at the inceptio0n of the present Administration of His Excellency Otunba Gbenga Daniel sometime in June 2003.
 
 The Ministry took off as part of the Reform Agenda of government to facilitate speedy and efficient execution of the policies, programmes and projects of the present Administration.

DEPARTMENTS AND UNITS

2.1 Finance and Administration:
The Finance and Admin Dept. is the core unit that services and coordinates the Operation Departments in order to ensure smooth achievements of the Ministry's set targets. The Dept has four units viz:

I. Finance
II. Personnel Administration
III. Establishments
IV. Accounts


Main Functions:

i.

Preparation of annual estimates

ii.

Monitoring implementation of the annual budget

iii.

Promoting the welfare of staff

iv.

Motivating the staff for improved productivity through regular promotion and in-service training

v.

Ensuring regular payment of salaries and allowances

vi.

Processing funds releases for capital and recurrent expenditure

vii.

Coordinating revenue generation in the Ministry

viii.

Ensuring maintenance of vehicles, office furniture and equipment


2.2 Department Of Industrial Promotion:

The following are the units under this Department:

i. Technical Administration Division
ii. Industrial Services Center
iii. Extension Services Centre
iv. Mining and Mineral Division
v. Small Scale Projects Division
vi. Raw Material Centre


Main Functions and Objectives:
The objectives and functions of the Industrial Promotion Department include:

i.

Promotion, development and encouragement of industrial activities to stimulate industrialization of the state.

ii.

Encouraging industrial activities which will be employment-oriented and which can absorb and upgrade local skills, utilize local raw materials, and take care of local consumption needs.

iii.

Mobilization of resources, both human and material, so as to satisfy and cater for the investment objectives of the industrial sector of the State's economy.

iv.

Provision of industrial extension services in the areas of technical services, economic analysis, information and management services for small and medium industries.

v.

Conducting investigation and evaluation of mineral and agricultural raw materials resources, and their positive commercial utilization.


Current / On-going Projects:

i.

Industrial Services Center : The Centre has nine hectares of land around it, which has already been approved for demarcation into about one hundred plots for the use of cottage and small scale businesses. The Ministry also has plans to have village Industrial Estates in other zones in the State namely: Ikangba in Ijebu-Ode, Ilaro in Yewa and Sagamu in Remo area.

ii.

Micro-Credit Scheme: The Ministry is currently making an effort to start off Ogun State Credit Scheme which will cover a wide area of the State in order to achieve Government's objective of creating employment opportunities among our youths and people as a whole.

iii.

Raw Materials Display Centre: Action is being intensified to upgrade the centre to the required standard


2.3 Department of Investment:

The Department has two units viz:

i. Industrial Investment Unit
ii. Investment Monitoring Unit


Main Functions and Objectives:

i.

Handling Government medium and large scale investment ventures

ii.

Evaluating feasibility reports on projects in which the State Government may wish to invest

iii.

Monitoring ventures in which the State Government has interests

iv.

Creating enabling environment for investment to thrive in the State

v.

Organizing Business / Investment Fora as platform to popularize government policies and ideas as well as identifying potential investors from within and outside the State.


Current / On-going Projects

i.

Gateway Pharmaceutical Company, Ikangba, Ijebu-Ode: The State Government has approved a grant of ten million naira (N10m) to the company to commence operation. For a long term solution, the State Government has approved the invitation of a core investor to participate in the investment and reinvigoration of the company so as to harness its great potentials to the state. Response to the advertisement already placed in National Dailies is being awaited.

ii.

Glass Gateway Prefab Company Ltd. Odogbolu: Government is making arrangements to sell off what remains on the site as scrap and convert the site to an industrial estate.

iii.

Gateway Paper Mill Limited, Ijebu-Ife: After a scheduled visit by the Hon. State Commissioner to the site, it was decided that the State Government will take adequate steps to salvage the company and ensure that it commences production.

iv.

Uniclay Limited Formerly Gateway Bricks Limited Lapeleke: Though the assets of the company were sold in 1993, the buyer, Athena Investments Limited up to date has paid less than 50% of the cost. Efforts to stop Athena Investments Limited from claiming the total ownership have begun and necessary action is being taken by the Ministry of Justice.

v.

Cement Project: The Government is taking necessary steps to ensure full utilization of the abundant limestone deposits in the State for the production of cement. At present, Government is talking to potential investors who had indicated their interest to establish a cement plant in the State. The State Government will give equal opportunities to serious investors to establish a cement plant in the State.

vi.

Mineral Resources in Ogun State : In order to realize the full utilization of the abundant mineral resources in the State, efforts are being taken to register Gateway Bitumen Development, Oil and Gas, and Solid Mineral Development Companies.


2.4 Cooperative Department:
The Department is made up of three divisions viz:

i.

Field Organization - Extensive Services Cooperative Development

ii.

Statutory Duties - Registration, Enquiry and Arbitration, Audit and
Investigation.

iii.

Research, Training - Research, Statistics and Publicity, Training
And Publicity - (cooperative college) and Information


Main Functions and Objectives:

In addition to the general duty of Organizing and Supervising Cooperative Organization in the State, the Cooperative Department performs several statutory functions including:

i.

Registration of societies, including their bye-laws and any amendments therein

ii.

Arbitration relating to disputes that may arise between the society and any of its members or past members

iii.

Inspection / audit of the accounting books and records of Cooperative Organizations

iv.

Inquiry into the financial status of Cooperative Organizations

v.

Writing of Feasibility and Performance Evaluation Reports

vi.

Division and amalgamation of Cooperative Organizations

vii.

Liquidation of moribund and non-functional registered Cooperative Organizations

viii.

Cooperative Education Training and Propaganda.


The objective of Cooperative is directed at socio-economic and moral upliftment of members in particular and the public in general. The department is, therefore, available to foster the interest and harness the resources of members and take necessary steps to prevent any threat to their economic independence and corporate existence.

Current / On-going Projects:

The under listed are the projects being prosecuted by the Cooperative Department:

i.

Thrift and credit Cooperative involves capital mobilization for investment and making credit available to needy members.

ii.

Consumer Cooperatives involve sourcing of essential commodities for resale to members at affordable prices to achieve economics of scale.

iii.

Agricultural Cooperative involves pooling of land, labour and capital for increased Agric production, storage and marketing.

iv.

Housing Cooperative involves pooling of capital for providing housing accommodation for members.

v.

Industrial Cooperative involves processing of Agricultural products and using other locally sourced raw materials for production of primary goods and services.

vi.

Transport Cooperative Society involves pooling of capital to purchase major vehicles for commercial purpose to ease transportation.

vii.

Multipurpose Cooperative involves pooling of resources for the purpose of taking care of all the above or of all other facets of human endeavour.

viii.

Cooperatives Central Financing Agency harness surplus funds and other financial resources within Cooperative Movement for profitable investments and development.

ix.

Cooperative Informal Sector as initiated by the Federal Ministry of Employment, Labour and Productivity was designed to attract financial assistance from the Directorate for the establishment of standard workshops and procurement of equipments. They are being encouraged to fabricate spare parts and simple machines and also provided services to the general public. This was hampered due to lack of financial assistance from the Directorate.

x.

Cooperative College organizes Courses, Workshops and Seminars for the Cooperatives and their staff of all categories : Cooperative Inspectors, Auditors and Extension Officers.


2.5 Commerce Department:

A. Units / Sections
a. Business Premises (Registration)
b. Trade Promotion


c. Export Promotion

B. Main Functions and Objectives:
The Department of Commerce has the primary responsibility of promotion of commerce within the state in collaboration with private sector / investors and foreign nations. In other words, the department encourages trading and other business activities in the state with other states of Nigeria and with other nations with a view to boosting the economic base of Ogun State .

i.

Business Premises Registration and Renewal: This section is responsible for the implementation of Business Premises Law of 1987 and Amendment Edict of 1995. The Section oversees collection of registration and renewal fees on business premises for the State Government. There are seven zones with officers in charge in each of them. The zones are Abeokuta , Ilaro, Ijebu-Ode, Ijebu-Igbo and Sagamu. The main objective of this project is to boost revenue targets, with a view to enabling the Government meet its varied responsibilities.

ii.

Export Promotion: Encouragement of the export of non-oil products is the main function of this section. This is done through the State Committee on Export Promotion which assists the business community in the State to develop, promote and expend their external trade. This committee identifies export potentials in the state, collects and disseminates necessary information to potential and current exporters. The committee also organizes workshops and seminars to educate exporters on exporting techniques and identify producers and marketers of exportable cash crops with a view to farming Joint Export Marketing Groups.

iii.

Trade Promotion: This section handles such issues as Trade Fair Complex Management. Participation in selected Trade Fairs and liaising with Trade Associations like Chambers of Commerce, Industry, Mines and Agriculture; Manufacturers Association of Nigeria, etc. All these are done to encourage trade and trade-related activities.

iv.

Other Sundry Functions of the Department are: Monitoring of commercial activities within the State to ensure compliance with acceptable practice and regulations; identification and dealing with all forms of trade malpractices and encouraging trade business associations and assisting in their formation. The department also assists in establishing trade links and also supervises Parastatals under its authority: Gateway Hotels and Bulk Purchasing Corporation.


C. Current / On-going Projects

i.

Border Free Trade Zone at Idiroko, Ipokia Local Government Area. This is a multi-million naira project aimed at formalizing trade with Nigeria 's neighbours (Western) and along West African Coast. It is to be sited on a 32-hectare land already acquired for the purpose and private investors are being invited to join the State Government to make the zone a reality. The feasibility study and Environmental Impact Assessment are to be commissioned soon; the perimeter survey is ready. Efforts are in top gear to register the zone with Nigeria Export Processing Zone Authority (NEPZA) Abuja .

ii.

International Market Ogere and Sunday Market at the Trade Fair Complex are about to take off, still at the planning stage.

RESPONSIBILITIES OF THE MINISTRY

 This Agency is responsible for initiating and implementing policies and Programmes guiding as well as promoting industrial, Commercial and cooperative activities in the State.
 The Ministry functions through the following Departments:
 (i) Finance and Administration, which is in charge of servicing the Departments.
 (ii) Industrial Promotion, which facilitates industrial development.
 (iii) Cooperative Services, which encourages establishment of Cooperative societies for the practice of thrift and savings.
 (iv) Commerce which showcases the activities of Business Enterprises
 (v) Investment, which collaborates with core investor s to explore and exploit available mineral resources in the State.

 

BUSINESS OPPORTUNITIES

 The following investment opportunities are available in the State

Opportunities are available for investors who may want to go into partnership with Cooperators by providing funds to run some viable businesses like Ceramic, Transport, Farming etc.

 

OTHER PROJECTS

  (1) GATEWAY PHARMACEUTICAL COMPANY IKANGBA IJEBU – ODE
 The Company is 100% owned by Ogun State Government at present but the government is eager to divest and transfer ownership to core investors six production lines vi3: Tableting, Intravenous solution, Capsules, Syrups, Disinfectant solutions and Ampoules. It is perhaps the largest Pharmaceutical plant in the West African. Already, expression of interest has been published locally and on the Internet
 
 2. GATEWAY FERTILIZER LIMITED

 The decision to embark on this commercial fertilizer production project is informed primarily by the results of a statewide techno – economic survey initiated by the Executive Governor of Ogun State , His Excellency, Otunba Gbenga Daniel. It took stock of local raw materials and their current state of development within the state. Also considered are the technological requirements to develop the resources and the potential multiplying effort of the desirable products.
 
 These include fertilizers, which can have impact on the agricultural productivity of local farmers and the agric-based industries.
 
 Based on the results of the survey, the Executive Governor mandated the incorporation of Gateway Fertilizer Limited to act as catalyst in the establishment of a Fertilizer Blending Plant in the State for private – sector lead implementation.

 

PROJECT DEVELOPMENT

  Ogun State is blessed with extensive phosphate clay deposits in Ifo – Ososun, Oja-Odan and Igbokoto areas of the State. Field investigation by drying and pitting have confirmed an estimated reserve of over 5 million metric tonnes of 15% - 35% phosphate bearing clay in Ososun, Balogun, Bamu, Ebiti, and Seriki – oke villages.
 
 An initial test also observed that the phosphatic clay respond favorably to the application of sulphuric acid for conversion to a form of super phosphate for blending with other raw other raw materials for a variety of NPK fertilizers. Phosphatic clays from other areas i.e. Igbokoto was also observed to be very promising even though it is of a relatively low estimated reserve currently, Gateway Fertilizer Limited is in the process of concluding an available technology, local and foreign, for the processing of the local raw materials, taking into consideration the nature of all local input.
 
 3. WOOD PROCESSING

 The State is blessed with thick forest for wood industry sub sector. Soft wood and hard woods available in many varieties. Investors are welcomed to establish this project.
