The Bureau comprises two Directorates i.e Directorate of Cabinet and Directorate of Special Services, each of which is headed by a Director.

Functions: The functions of the Permanent Secretary include:
(i) Permanent Secretary to the State Executive Council;
(ii) Member/Secretary, State Security Council;
(iii) Member/Secretary, State Tenders Board;
(iv) Chief Policy Adviser of the Bureau;
(v) Chief Administrative Officer of the Bureau;
(vi) Accounting Officer of the Bureau;
(vii) Overall co-ordination of activities of the Bureau.

Functions: The Directorate functions primarily as the Secretariat
of the State Executive Council.
Other functions of the Department include:
(i) Preparation of instrument of Office for Honourable Commissioners
as well as Oath of Office for Members of Statutory Commissions,
Special Tribunals and other similar bodies;
(ii) Conditions of Service of State Commissioners;
(iii) Servicing of Cabinet Committees;
(iv) Recalling of Executive Council Documents from Executive Council
Members for safe custody at the end of their tenure;
(iii) Ensuring that Executive Council’s directives are carried out by
the affected Departments/Agencies;
(iv) Preparation of White Papers on relevant Reports submitted
by various Panels/Commissions/Committees set up by
the State Government;
(v) Swearing-In-Ceremonies and Inauguration of members
of Boards of Statutory Bodies and other Government
Appointees in the State.
(vi) Opening of Tenders in conjunction with appropriate Agencies
of the State Government.

Functions:
The Directorate is responsible for the following:
(i) Co-ordination and maintenance of Security Service in the State;
(ii) Liaison with security/Law Enforcement Agencies viz:
Department of State Services, Nigerian Army, Nigeria Police,
National Drug Law Enforcement Agency (NDLEA)
Nigerian Security and Civil Defence Corps (NSCDC) etc.
(iii) Liaison with Military Training Institutions on recruitment matters viz:
(a) The Nigerian Defence Academy, Kaduna;
(b) The Nigerian Military School, Zaria;
(c) The Nigerian Navy;
(d) The Nigerian Air Force Training School.
(iv) Compilation and rendition of Monthly Intelligence Reports;
(v) Provision of Secretariat services for the State Security Council
and giving effect to its resolutions;
(vi) Arrangement and organization of courses on security education;
(vii) Processing of official/diplomatic passports for eligible Public Servants;
(viii) Supervision and control of security in Government Departments;
(ix) Despatch and collection of Diplomatic Mails;
(x) Processing of applications for Registration of Clubs/Churches/Mosques etc;
(xi) Processing of applications for Nigerian citizenship;
(xii) Processing Monthly Intelligence Reports from:
(a) Other States of the Federation;
(b) Local Governments;
(c) Dissemination of Security information to Ministries/Departments;
(xiii) Matters affecting the Security Vote of the Executive Governor;
(i) Issuance of computerized Identity Cards to the Public Officers
in the State;
(xv) Control and overseeing the activities of the Gateway Response Squad;
(xvi) Supervision and control of Security Guards in Government Agencies.
