MINISTRY OF COMMUNITY DEVELOPMENT & COOPERATIVES OGUN STATE

INTRODUCTION: 

The Ministry of Community Development and Cooperatives was created late April, 2005 by His Excellency, Otunba Gbenga Daniel, the Governor of Ogun State in furtherance of the resolve of the present administration to enhance grass root empowerment and socio-economic transformation through the framework of Community Development Associations and Cooperative Societies.    The Ministry was excised from two relatively old Ministries viz the then Ministry of Women Affairs, Social Welfare and Community Development and Ministry of Industries, Commerce and Cooperatives.

VISION: To facilitate sustainable development of Communities in the State through people’s participation in governance.

MISSION: To provide enabling environment for Community Development Associations (CDAs) and Cooperative Societies to effectively serve as a bridge between the State, Local Governments and the People at the grassroots level so as to ensure accelerated development of the State.

POLICY THRUST

  • Mobilization of the Community Development Associations and Cooperative Societies as the agent of grassroots development and economic empowerment.
  • Mainstreaming Peace-Building and conflict resolution into Community Development Practices.
  • Facilitating the growth of Apex Trades Association.

DEPARTMENTS

Structurally, the Ministry operates through five (5) Departments but the Cooperative Services Department operates eight (8) Zonal Offices while the Community Development Department has twenty (20) Zonal Offices spread across the Sate.

i. Department of Community Development 

(Director, Community Development: - Mr. F.A. Gbadamosi)

The Department is responsible for mobilizing and motivating of Community Development Associations in order to embark on viable self-help projects.  It also enhances the development and growth of Community Development Associations in order to achieve grassroots development as well as to mainstream peace building and conflict resolution into Community Development practice.

ii. Department of Cooperative Services

(Director, Cooperative Services: - Mr. K.L. Sokoya)

This Department is responsible for mobilizing and motivating Cooperative Societies in order to embark on profitable business enterprise and to enhance the development and growth of Cooperative Societies in order to achieve better economic empowerment.

iii. Department of Planning, Research and Statistics

(Director, Planning, Research & Statistics: - Mrs. O.O. Akinnuga)

The Department is the image maker of the Ministry.  It also serves as the Data Bank of the Ministry.  It is responsible for the overall planning, coordination, data collection, collation and storage of the activities of the Ministry.  It develops the Long/Medium and Short term plans and preparation of Annual Budgets.  It also carries out effective monitoring and evaluation of projects as at when due.

iv. Department of Administration and Supply

The Department is the “house keeper of the Ministry.  It coordinates the activities of the Ministry as well see to the welfare and well being of the entire staff.  The Department also motivates the staff towards better productivity by seeing to their promotion, capacity building through training.

v. Department of Finance and Accounts

(Director, Finance and Accounts: - Mr. L.K. Gbagba)

This Department sees to the management of money as well as prompt payment of salaries and allowances of all staff.  It is also responsible for making payments and general financial reports.

Institutes supervised by the Ministry:-

  • Social Development Institute (Shasha), Iperu, headed by Mr. M.A.S. Sorinola;
  • Ogun State Cooperative College, Ijeja, Abeokuta headed by Mr. B.O. Oladipo.

The two (2) Institutions are affiliates of Olabisi Onabanjo University, Ago Iwoye.

Completed Projects

  • Self-help projects were carried out by CDAs in the area of Health, Education, Road and many more are still on-going;
  • Yearly disbursement of Grants-in-aid to worthy self-help projects.  N20m was disbursed in Year 2007 to CDAs in Ogun State.
  • Release of Annual subvention of N1m each to Ogun State Community Development Council & Ogun State Cooperative Federation Ltd in year 2007;
  • Registration of over 4,000 CDAs & 8,306 Cooperative Societies as at date;
  • Participation in the Town Day’s Celebration organized by various Communities in the State.
  • Registration & monitoring of activities of Trades Groups in the State;
  • Charting of CDAs on Local Government & State Maps;
  • Approval of Matching Grant Scheme to facilitate the implementation of Special Projects of the CDAs;
  • Capacity Building Workshops for Leaders of CDAs & Cooperative Societies on Project Identification, Implementation & Monitoring;
  • Capacity Building Workshop on Mandatory Corruption Mitigation in Cooperation Management for Cooperators.

On-going Projects

  • Full implementation of Matching Grant Scheme;
  • Continuous disbursement of Grants-in-aid to CDAs & Annual Subventions to Cooperative Societies;
  • Capacity Building / Human Capital Development for CDAs, Cooperative Societies & Trade Groups;
  • Continuous registration of more CDAs, Cooperative Societies & Trade Groups;
  • Updating of the comprehensive database for every existing CDAs, Cooperative Societies & Trade Groups.

Structure of Community Development Organizations:

           The hierarchy of Community Development Organizations in the State is stated as follows:

  • Primary level comprises of Community Development Associations (CDAs);
  • Tertiary level comprises of Zonal or Area Community Development Committees (ZCDCs) & (ACDCs);
  • The Apex Body is the Ogun State Community Development Council (OGSCDC).  This is the apex body for all CDAs, ZCDCs & ACDCs in Ogun State.
  • National Community Development Council of Nigeria (NCDCN) is the Apex body for States Community Development Councils in Nigeria.

Philosophy of the Ogun State Community Development Programme: - The philosophy of the State Community Development programme is to educate, sensitize, motivate and stimulate the people so that they could be the architects of their own developmental programmes.  In essence, the concept is the development of the people by the people, for the people. Emphasis is therefore placed on the improvement of the people’s skill in the organization and execution of their own projects.

Cooperative Organizational Structure: 

Cooperatives are usually organized in a four-tier structure as follows:- 

  • Cooperative Societies are primary groups which enable people who live close to one another to participate in and patronize in the society’s business.
  • Cooperative Unions comprises a number of secondary societies who come together voluntarily.
  • State Apex body: Ogun State Cooperative Federation Ltd, (OGSCOFED) which is the umbrella body for all Coop. Societies in the State.
  • National Apex body is the Cooperative Federation of Nigeria (CFN) which is the umbrella body for all Coop. organizations nationwide.
