NAME OF MINISTRY: Ministry of Water Resources & Rural Development. (Created July 23, 2007).
OUR CHARGE: Water is life; we must find it for living. Water is never produced so it must be sourced for treatment at all cost. The only essence of living is to better our environment, neighbourhood and most importantly our past - therefore the rural areas must be well developed to city standard.
Brief History of the Ministry: The Ministry of Water Resources and Rural Development was established in July 2007 following the recommendations of the Infrastructural Development and Environmental Work Group which was set up by the Governor, Otunba Gbenga Daniel immediately after His Excellency's re-election to Office in April 2007. In creating the Ministry, His Excellency identified with the view of the Work Group which recognized the need to create a new Ministry which should be charged with the herculean task of developing sustainable Public/Private models for utility management with specific reference to water and sanitation as well as electricity, exploring more avenues to improve water supply in the State and empowering Community Development Associations to handle maintenance of projects. In His Excellency's firm resolve to transform the entire State for enhanced economic viability, integrated rural development which encompasses provision of rural roads was added to the purview of the new Ministry.
Brief Functions of the Ministry : As clearly implied through its name, the newly created Ministry has statutory responsibility for the overall improvement of potable water delivery and the proper positioning of the rural areas statewide for economic growth through the provision of development enhancing infrastructures such as water supply, electricity and rural roads. The intention of the Otunba Gbenga Daniel's Administration in this regard is not just to reduce poverty remarkably in the State. More importantly, it is to create an enabling environment for viable investments to thrive, thereby putting in place a platform to guarantee the sustainability of the administration's intended legacy of a secured future. Specific functions of the Ministry are listed as follows; Establishment of interaction and collaboration with the Federal Ministry of Energy (power), Federal Ministry of Energy (Gas) and Nigerian Electricity Regulatory Commission (NERC) to improve power generation, transmission and Distribution in the Rural Areas of the State. Formulation and implementation of policies and programs to enhance accessibility to water in the State. Formulation and implementation of policies and programs to enhance the development of rural population / communities. Effective management of State Water Resources. Creation of a program for steady extension of water distribution networks in urban centres. Planning, Designing and Execution of rural infrastructural projects- provision of feeder roads, electrification and water supply for rural communities. Exploring possibility of damming some of the streets and rivers in the State to increase the water reserves. Liaison with appropriate agencies to increase the accessibility to water by increasing water distribution networks in the State. Supervision of the State Water Corporation / ORUWA. Repackage the Water Corporation / ORUWA to attract private sector involvement and other Development partners in the provision of water. Mobilization of the private sector for active participation in the rural development efforts of the State Government. Explore revenue options in urban water provision to ensure sustainability of the sector. Establish interaction and collaboration with the Federal Ministry of Water Resources to improve water supply in the State.
