APPELLATION: The Gateway State

Ogun State was created in 1976 and is in South-Western Nigeria. The State is named after the Ogun River which runs right across it from north to south.

Ogun State is strategically located; bordered to the east by Ondo State and to the north by Oyo and Osun States. Its border with the Republic of Benin, to the west, makes it an access route to the expansive market of the Economic Community of West African States (ECOWAS), to the south by Lagos, the former Capital of Nigeria, and which still remains the commercial nerve centre of the country and indeed the West Africa Sub-region and also by the Atlantic Ocean.




OGUN STATE HOUSE OF ASSEMBLY SERVICE COMMISSION At the inception of the Fourth Republic in 1999, there was the huge to have an established legislative service which would provide platform for the parliamentary staff to pursue their career in the legislative arm of government in line with parliamentary procedure and practices.Towards achieving a permanent and professional staff system for the legislative arm of government, the bill for the establishment of Ogun State House of Assembly Service Commission was posted and assented to on the 19th day of November, 2003.Like the other Statutory Commission in the Public Service, even though newly created, the Hose of Assembly Service Commission is saddle with the responsibility of Appointment,Promotion, Discipline and other service matters affecting the officers in the Legislative Service of Ogun State. In his firm respect for the tenet of separation of powers in the operation of the three arms of government, His Excellency, Senator Ibikunle Amosun FCA., appointed and inaugurated the present commission members of the Ogun State House of Assembly Service Commission on the 22nd February, 2012, for a statutory tenure of four years. The Millennium Development Goals (MDGs) are more than just the usual set of goals. They are eight (8) poverty-fighting goals-agreed to by more than 180 nations with the hope that if achieved by the 2015 deadline, would save lives and provide economic opportunity for millions in the world's poorest countries. For instance, they would help mothers deliver healthy babies, allow all boys and girls to go to school and ensure that women don't have to walk hours to fetch water for their families. The goals cover income and hunger, education, child and maternal health, gender discrimination, environmental health and global capital and technical aid flows.


The Ogun State Emergency Management Agency (SEMA) was established in 1991, It is an organ of the State Government that is responsible for the effective management of Disaster in the State, The Agency coordinates and facilitates Disaster Management effort aim at reducing the loss of lives and properties.


The main activities of this Agency since its inception in 1991 are as follows

  1. Rescue Operation: SEMA has been involved in a number of disaster/emergency rescue operations most of which have resulted in lot of lives being saved and properties secured.
  2. Hazard Monitoring: SEMA had made it a duty to continue to monitor hazards with a view to preventing them from becoming disaster.
  3. Relief and Rehabilitation: In year 2010, SEMA issued out relief materials to five (5) Local Governments in the State. These Local Governments were ravaged by flood between July and October, 2010.
  4. Development and Communication of Early Warning Signs: SEMA had made it a duty to continue to work with concerned Agencies of Government by issuing out warning signals for impending disasters.

  8. Collation of Disaster Statistics: This is useful for planning and it has been of tremendous assistance to researchers in the field of disaster management.

Restructuring of Ogun SEMA into four Departments and the Effective take-off of these Departments; namely

Ogun State Forestry Plantation Project, Area J4 is the largest industrial plantation in Nigeria and was established in 1980 for the purpose of establishing and managing commercial forest plantations. The Project is managing about 26,000 Ha of plantation, consisting mainly of fast growing forest species like Gmelina arborea, Tectona grandis and Pinus caribea. It also has a sizeable hectarage of indigenous species such as Mahogany, Opepe, Iroko, Cedar etc.

The main objective of establishing the Project is to feed Iwopin Pulp and Paper Company and other allied wood industries with the much needed raw materials and contribute to the revitalization and development of the wood industries in the State and Nigeria at large.

Our Mission
The mission of the Project is to increase the supply of industrial wood by establishing new forest plantations and improving the management of the existing ones.

Our vision is to remain the largest industrial plantation and become the best and most sustainably managed forest plantation in Nigeria and the West African sub-region to the satisfaction of all stakeholders and be the pride of the State.

The Project is located fourteen (14) kilometers from the express junction on Sagamu-Benin express way. It is totally in Omo Forest Reserve in Ijebu East Local Government Area of Ogun State.

The Project also has a Liaison office at Abeokuta, the State capital, located at Ogun Radio Complex, Ibara Housing Estate.

Organization and Management:
According to the edict that established the Project, it is supposed to have an 8 – man board whose chairman is the Executive Governor of the State and Project Management Unit (PMU).

The Project Management Unit is the policy implementing organ of the Project and presently consists of a Project Manager and seven HODs. The seven departments of the Project are made up of four (4) Technical Services Departments and three (3) Management Services Departments.

Ecotourism potentials/attractions:-

  1. Bamboo/Pine Groove - A recreational area (similar to a botanical garden) consisting of Bamboo trees, pine and other trees, natural trail, fall/stream, birds etc. it is ideal for picnics.
  2. Inviolate Forest (Queen Forest) - This is a natural (virgin) forest where one can see nature at its best (untouched). It is endowed with different plants and wildlife and used for research and recreation.
  3. Elephant Forest (Igbo Elerin) – As its name connotes, the forest consists of mainly elephants and a camp for recreational purpose (hostel, conference room, kitchen etc).
  4. Confluence (River) – At Etemi in Area J4, two rivers namely Shasha and Owena flow together and meet at a point to become one river similar to rivers Niger and Benue at Lokoja.
  5. Lake House – This is a building on top of natural lake which is undergoing reconstruction. It consists of meeting/seminar rooms, bar and corridor for relaxation and fish hunting.

  1. Guest houses - There are two Guest Houses with nine (9) standard rooms and two annexes with seven (7) rooms making a total of sixteen (16) bedrooms. The Guest Houses provide accommodation and feeding for tourists and visitors.

The Ogun State Agricultural and Multipurpose Credit Agency (OSAMCA) was established in September, 2003 as the Ogun State Agricultural Credit Agency (OSACA) and its activities were flagged-off on March 19, 2004, The Agency as OSACA was under the supervision of the Ministry of Agriculture and Forestry.

At the State Executive Council meeting of Wednesday 7th July, 2004, the Council centralized all the credit programmes of the State Government and vested the responsibility in Ogun State Agricultural Credit Agency (OSACA) and consequently changed the name of the Agency to Ogun State Agricultural and Multipurpose Credit Agency (OSAMCA) to reflect its responsibility and charged the then Ministry of Industries, Commerce and Cooperative (MICC) now Ministry of Commerce and Industry with the supervision of the Agency.
The law that established the Agency was passed by the House of Assembly and assented to by the Governor of Ogun State on the 30th December, 2004,

The mandate of the Agency is to alleviate poverty, promote employment generation through the growth and development of economic activities in the State by empowering the people with credit support for their enterprise start-off, sustenance or expansion.

Specifically OSAMCA is to:

  1. Provide low interest rate credit to agric and non-agric entrepreneurs;
  2. Meet and satisfy the loan demands of genuine entrepreneurs in need of funds;
  3. Serve as growth strategy for the development of the rural areas.
  4. Generate employment, reduce poverty and rural-urban migration resulting from unemployment and underemployment;
  5. Make farming attractive, increase productivity and enhance income level of our farmers.

The credit scheme targets:

  1. Individuals,
  2. Farmers Cooperative Societies and groups,
  3. Organizations involved in agricultural and non-agricultural activities;
  4. Micro and Small Entrepreneurs (MSEs).

Access to the economic empowerment of Ogun State Agricultural and Multipurpose Credit Agency (OSAMCA) entails easy and simple process but firm repayment condition of implement able guarantee.
Operates a system based on quick response to applications, no matter the distance of an applicant to the Headquarters.
The Agency operates a bottom-up approach loan scheme, which allows the field officers to visit and confirm project existence, assess need and make necessary recommendation for empowerment.
To obtain OSAMCA loan, an applicant must complete and return loan application form.
 Payment for loan form is made into OSAMCA’s account at the Wema Bank Branch closest to applicant’s residence. On production of payment teller in any of our offices, loan application forms can be collected.
The cost of loan application form for the respective categories of individuals, cooperative societies and corporate bodies are currently N1,000.00, N5,000.00 and N5,000.00.
Loan amount is a function of the enterprise but with a ceiling of Two Hundred and Fifty Thousand Naira (N250,000.00) for an individual applicant and Two Million Naira (N2,000,000.00) for groups.
The rate of interest on OSAMCA loan is 12% per annum. Defaulters are charged 1% interest rate per month of default.
Our facilities are insured by Nigerian Agricultural Insurance Corporation (NAIC).
Successful applicants make 10% down payment of loan amount to access the loan and this must be paid into OSAMCA account at the nearest Wema Bank for agricultural loan applicants and FCMB or Skye Bank for a non-agricultural loan and the payment teller is presented as an evidence of accepting the loan offer.
Each loan applicant must provide two guarantors one of which must be Civil servant. The worker guarantor plays a dual role of ensuring judicious use of the credit as well as guaranteeing loan repayment.
Loan beneficiaries must complete the repayment of a previous facility before they can benefit from any other.
OSAMCA operates a revolving loan scheme that promptly re-empowers those who fully repay and indicate interest in being re-empowered. This is to encourage beneficiaries to repay their loans and do so promptly.


The Agency is structured into three (3) departments, viz:

Planning, Monitoring and Evaluation;
Finance and Accounts; and
Administration and Supplies.

The current management staff and their designations are as follows:

A new General Manager is yet to be appointed for the agency.

The Agency has its Headquarters at Abeokuta in the Block B, 2nd Floor, New Secretariat Complex Oke-Mosan, Abeokuta. It has four zonal offices at:-
Ilaro - Ministry of Agriculture Complex, Ibeshe Road, Ilaro;
Sagamu - Opposite PHCN Station, Internal Revenue, Sagamu;
Ijebu-Ode - Close to NTA Station, Idobi, Ijebu-Ode;
Abeokuta - Block B, 2nd Floor, New Secretariat Complex Oke-Mosan, Abeokuta.
The Agency also has two field offices at Imeko and Ipokia.



The Ogun State Civil Service Commission was created in 1976 following the creation of Ogun State in the same year. Pursuance to Section 197 of the 1999 Constitution of the Federal Republic of Nigeria, the Constitution created Civil Service Commissions for each State of the Federation.

The Civil Service Commission has responsibility for the personnel management of the staff of the State Civil Service, the engine room of the government which is vital for the implementation of the government policies and programmes. Civil Service Commission was formerly known as Public Service Commission.
The function and responsibilities of the Commission are provided under Third Schedule Part II of the 1999 Constitution which states that the Commission shall have power without prejudice to the powers vested in the Governor and the State Judicial Commission to:-
i. Appoint persons to office in the State Civil Service;
ii. Dismiss and exercise disciplinary control over persons holding offices;
iii. Promote eligible officers (section 318 subsection 2 of 1999 Constitution of Federal Republic of Nigeria).
iv. Pursuance to the Section 207 of the 1999 Constitution and Regulation 11 of the Public Service Commission Regulations (Laws of Ogun State Vol. VII 1978), the Commission delegates the appointment, promotion and discipline of the Junior Officers on Salary Grade Levels 01-06 to Ministries/Extra Ministerial Agencies which are required to adhere strictly to the pre-requisite for such appointments. Decisions taken by the Agencies on powers delegated are still subject to the ratification of the Commission;
v. Appointment, promotion and discipline of officers on Grade Level 07 and above are still done directly by the Civil Service Commission;
vi. To set up general and uniform guidelines for appointment, promotion and discipline of all officers on salary Grade Levels 01 – 06;
vii. To monitor the activities of each Ministry/ Extra Ministerial Agencies on appointment, promotion and discipline in order to ensure that the guidelines are strictly and uniformly adhered to;
viii. To serve as appellate body for all petitions from the Ministries and Extra Ministerial Agencies in respect of personnel matters;
ix. To maintain comprehensive and up-to-date personnel records for the Civil servants as a whole;
x. The Commission also consider requests for transfers viz Inter -Departmental/ Ministerial Transfer, Inter-Cadre Transfer, Inter Service Transfer and Inter State Transfer.
xi. To ensure that staff welfare and training are vigorously pursued;

The Ogun State Civil Service Commission consists of the following members wherein all the four (4) divisions (Egba, Yewa, Ijebu & Remo) of the State are duly represented.
a. Chairman;
b. Four (4) other persons, who shall, in the opinion of the Governor, be persons of unquestionable integrity and sound political judgment;

The Commission operates through three functional directorates namely:
i. Department of Administration and Supplies : responsible for routine general administration of the Commission, Annual Promotion Exercise for eligible Civil Servants, Upgrading of officers from junior posts to senior posts, Discipline, Monthly In-House Training Programme of the Commission as well as Appeal and Petitions emanating from officers in the Civil Service.

i. Appointment Examinations: Entry examination (generally called ASCON Examination) into the selected cadre in the Civil Service of Ogun State is conducted usually in January each year for officers.
ii. Promotion Examination: Usually conducted in winter (October to December) for eligible officers who have observed statutory waiting period.
iii. Proficiency Test: The Commission undertakes the conduct of written test and interviews for eligible junior technical staff on grade level 05 to 07 whose cadres terminates on grade level 07 for movement to intermediate grade. The test is aimed at assessing their professional competence of interested staff and their general ability to function in higher cadres.


Background Information
The Bureau of Local Government Pensions was established in March 2007 in accordance with the provisions of Section 18 of the Pension Reform Law 2006 of Ogun State.

The Bureau which replaced the defunct Ogun State Local Government Staff Pension Board, is saddled with the responsibilities of managing the old pension scheme and the new contributory pension scheme as it concerns all Local Government staffs and primary schools teaching and non teaching staffs in Ogun State.

The Bureau is headed by a Permanent Secretary who doubles as the Chairman of the Local Government Pension Funds Management Committee.
At the apex of the decision-making of the Bureau is the 10-member Local Government Pension Funds Management Committee consisting of :-

2) Representative of the Ministry of Local Govt. & Chieftaincy Affairs - Member
3) Representative of the Nigerian Union of Pensioners - Member

The Office Complex of the Bureau is situated at the Parastatals Building, Oke-Mosan, Abeokuta.

Functions of the Bureau
The Bureau performs the following functions:-

(a ) Makes budgetary estimates for existing Pensioners and the Officers
Exempted from the Contributory Pension Scheme under Section 5 of the Law;
(b) Receives budgetary allocations from the Local Governments and makes payments to Pensioners as and when due. Ascertains deficit in pension payments, if any, to existing pensioners or the categories of officers exempted under Section 5 of the Law and carries out such other functions aimed at ensuring the welfare of pensioners as the Government or the National Pension Commission may from time to time direct;
(c) Pays gratuity and pensions to the existing pensioners and the category of officers exempted under Section 5 of the Law, in accordance with the relevant and applicable computations under the PAY-AS-YOU-GO Pension Scheme of the Local Government Service.
(d) Establishes and maintains a data-base of all pensioners and contributors under the Contributory Scheme;
(e) Receives and reviews complaints on the Contributory Scheme from the public with a view to passing them on to the National Pension Commission, where necessary, for appropriate action; and
(f) Monitors compliance levels and appraises the effectiveness of the operations
of the Contributory Scheme within the Local Governments/Local Government Education Authorities, with a view to making suggestions for improvement to the National Pension Commission.

Departments of the Bureau
For the effective discharge of its functions, the Bureau has been structured into three main Departments with each department headed by a Director.

The Departments and Units perform the under listed functions;

(I) Department of Personnel Management & Non Contributory Pension Scheme:

(a) The processing and payment of retirement/benefits under the Defined Benefit Scheme.
(b) All complaints and requests relating to processing and payments of benefits under the defined Benefit Scheme.
(c) The general administration and management of the personnel of the Bureau.

(II) Department of Finance and Accounts:

a) Maintains a data-base of existing pensioners and contributors under the new scheme.
b) Manges the account of the Bureau (in charge of income and expenditure of the Bureau)

(III) Department of Contributory Pension Scheme:

a) Looks into the financial records/reports of Local Governments and Local Government Education Authorities on a monthly basis with a view to ensuring that they implement the Scheme for their staff, as enunciated in the State Pension reform Law 2006 and;
b) Reports any observed irregularities on the part of any Local Government or Local Government Education Authority regarding the implementation of the Scheme to the State Government and National Pension Commission for necessary action.
c) Makes enquiries on compliance and requests from contributors under the Contributory Pension Scheme.
d) Monitors the level of performance of Pension Fund Administrators with respect to investment of pension funds and communicates same to employees/contributors in the Local Governments and Local Government Education Authorities periodically to guide them in taking decisions pertaining to their retirement savings accounts.
e) Carries out studies and enquiries with a view to identifying issues that constitute possible threats to the Scheme with a view to reporting same to the National Pension Commission if necessary for prompt action.

(IV) Internal Audit Unit:
Handles pre and post audit payments of the Bureau.

(V) Planning and Computers Unit:
Deals with the collection, collation and analysis of statistical data, and maintenance and update of the Bureau’s data base.

Segun Osoba (born 1941), educated at Methodist Boys' High School, Lagos between 1956 and 1960, was elected governor of Ogun State in January 1992 on the Social Democratic Party (SDP) platform, and was removed from office by the administration of General Sani Abacha in November 1993. After the return to democracy in 1999, he was elected again as governor on the Alliance for Democracy (AD) platform, holding office between May 1999 and May 2003.[1] Since the completion of his second period of service in 2003, he has come to be referred to in the Nigerian popular press as Aremo due to his holding of the aristocratic title of Aremo Awujale of the Ijebus, though he also serves as a titled chieftain of the Egba clan as well.[citation needed]

Segun Osoba started a career in journalism in the 1960s, rising through the ranks to become Editor and Managing Director of the Daily Times of Nigeria. At one time he was the Managing Director of Sketch Newspaper.[2]

In October 2004 he was picked up by the police in Lagos in connection with an attack by students of the Federal Polytechnic, Ilaro, on then Governor Oloye Gbenga Daniel of Ogun State. He was later released on bail.[3]

Olusegun Osoba was elected governor of Ogun State in January 1992 on the Social Democratic Party (SDP) platform, and was removed from office by the administration of General Sani Abacha in November 1993. After the return to democracy in 1999, he was elected again as governor on the Alliance for Democracy (AD) platform, holding office between May 1999 and May 2003


Navy Captain Kayode Olofin-Moyin was appointed Military Administrator of Ogun StateNigeria from August 1998 to May 1999 during the transitional regime of General Abdulsalami Abubakar, handing over power to the elected governor Olusegun Osoba at the start of the Nigerian Fourth Republic.[1] He built a new Governors Lodge for Ogun State, opened on 27 April 1999 just before the handover to the civilian governor.[2]

In November 2002 his house in Victoria IslandLagos was gutted and destroyed by fire.[3] In April 2008 when arriving at London, Heathrow airport Olofin-Moyin was suspected of carrying drugs, and was arrested and detained for two days at the airport before being released.[4]

Group Captain Sam Ewang was appointed Military Administrator of Ogun StateNigeria from August 1996 to August 1998 during the military regime of General Sani Abacha, and then Administrator of Rivers State until May 1999 handing over power to the elected governor Peter Odili at the start of the Nigerian Fourth Republic.[1]

Ewang ran for governor of Akwa Ibom in April 2007 on the All Nigeria People's Party (ANPP) platform. After the election he accused the People's Democratic Party PDP and Independent National Electoral Commission (INEC) of rigging the results.[2] In November 2007, the ANPP declared that the purported suspension of Ewang, its governorship candidate for Akwa Ibom State in the 2007 general elections, was illegal.[3]

In a June 2009 interview, Ewang held the present government of Akwa Ibom responsible for the recent spate of kidnappings, robbery and hired killings, accusing government agents of being involved.[4] In February 2010, Chris Nyong Ekong, former commissioner for youths and sports in Akwa Ibom, was arraigned for kidnap, conspiracy and murder. There had been a series of recent kidnappings. Ewang alleged that prominent Ibibio people were being targeted.[5]

Ewang is one of the leaders of the National Democratic Movement (NDM). In January 2010 the NDM was involved in talks with the "mega party" being planned by Mohammadu BuhariAtiku AbubakarOlu FalaeBola Tinubu and Anthony Enahoro, with the purpose of defining a common platform to oppose the PDP.[6] Ewang was appointed to an integration committee that also included Olu FalaeBalarabe MusaPat Utomi and Arthur Nwakwo, charged with ensuring the full coalition of all the parties and eminent stakeholders.[7]

Colonel Daniel Akintonde was appointed Military Governor of Ogun StateNigeria from December 1993 to August 1996 during the military regime of General Sani Abacha.[1]

In 1994 Akintonde renamed the Ogun State College of Education to the Tai Solarin College of Education in honor of the late doctor Tai Solarin.[2] Akintonde was among those arrested for involvement in the December 1997 alleged coup.[3] On 20 April 1998 it was announced that he had been cleared of the charges.[4]

He was retired from the military in June 1999, along with all officers who had served as ministers, governors or administrators during the Babangida, Abacha and Abubakar regimes.[5] In August 1999 the Ogun State House of Assembly summoned Akintonde to answer questions about some contracts awarded during his tenure. Reporters were barred from the hearing.[6]

Navy Captain (later Rear Admiral) Oladeinde Joseph was military governor of Ogun State, Nigeria between August 1990 and January 1992 during the military administration of General Ibrahim Babangida, handing over power to the elected civilian governor Segun Osoba.[1] He was instrumental in establishing the Nigerian Navy Secondary School, Abeokuta.[citation needed] Other construction in Abeokuta during his administration included the South-West Resource Centre and the Abeokuta Golf Course.[2][3]
Rear Admiral (rtd) Mohammed Alabi Lawal was a Nigerian naval officer who was Military Governor of Ogun State between December 1987 and August 1990.  Rear Admiral (rtd) Mohammed Alabi Lawal (1946 – 15 November 2006) was a Nigerian naval officer who was military governor of Ogun State between December 1987 and August 1990 during the military administration of General Ibrahim Babangida. After the return to democracy in 1999 he was elected governor of Kwara State, holding office from 29 May 1999 to 29 May 2003.[1]

In the April 1999 elections Mohammed Lawal was elected governor of Kwara State under the umbrella of the All Nigeria People's Party(ANPP). He was said to be a protégé of Senator Dr. Abubakar Olusola Saraki. Saraki later moved to the People's Democratic Party(PDP).

Lawal initiated a N250 million libel action action against a paper The People's Advocate based in Ilorin, published by Abdulkareem Adisa but later withdrew the suit after the two men were reconciled.

In the 2003 elections he ran again for governor but his previous supporter Abubakar Saraki backed his son Bukola Saraki as candidate for governor of Kwara state and his daughter Gbemisola R. Saraki as senator for Kwara State Central, both of whom were elected.

In October 2006 it was reported that Nuhu Ribadu, chairman of the Economic and Financial Crimes Commission was investigating Muhammed Lawal for alleged diversion of funds.

Mohammed Lawal died in a London hospital after a brief illness in November 2006.

Raji Rasaki was a one time military governor of Ogun State, 1986-87 before his re-deployment to the nation's economic nerve center,Lagos State, becoming that state’s military governor in 1988. Soon after, he embarked on a massive demolition exercise of illegal structures to rid the State of shanties. That singular act resulted in the re-vitalization of Lagos, and a boom in the real estate market. It also earned him the nickname of "acsion governor" (action governor), a mockery of the way in which he referred to himself.
Raji Alagbe Rasaki was born on January 7, 1947 in Ibadan), He attended elite Nigerian Military School, Zaria after which he proceeded to the Nigerian Defense Academy. A professional soldier for many decades, he held many command and staff positions. He wasAdjutant, Lagos Garrison Signal Regiment (1970–1971), Commanding Officer Second Signal Regiment, Commander Signal Support Brigade (1978–1979), Commander Army Signal Corps, Commander Army Headquarters Garrison & Signal Group.
Oladayo Popoola (YorubaOládayọ̀ Pópóọlá; born 26 February, 1944) is a retired Nigerian Major-General who was Military Governor of Oyo State (January 1984 - August 1985) during the military regime of Major-General Muhammadu Buhari, He was then appointed Military Governor of Ogun State (August 1985 - 1986) during the military regime of General Ibrahim Babangida.[1]

Oladayo Popoola was born on February 26, 1944. He completed his secondary education in IkireOsun State. He joined the army and moved up steadily through the ranks, becoming deputy defense adviser at the Nigerian High Commission, India, Director at the Staff College, Jaji, and Chief of Administration and Chief of Logistics Army Headquarters. He was appointed Military Governor of Oyo State in January 1984 and Governor of Ogun State in August 1985. He was a member of the Provisional Ruling Council.[2]

Nigeria and Cameroon disputed ownership of the Bakassi Peninsula, thought to hold major oil reserves, with sporadic fighting starting in 1994. In November 1998, Nigeria and Cameroon exchanged prisoners of war. As commander of Nigerian forces in the region (82 Mechanised Division, Enugu), General Oladayo Popoola said the exchange was made in the "spirit of reconciliation in our countries".[3][4]

While in the army, Popoola studied Law at the University of Lagos as a part time student, obtaining an L.L.B. degree. Later he attended the Nigerian Law SchoolLagos and became a Barrister at Law.[2][4] In March 1999, he was chair of the Presidential Committee on Development Options for the Niger Delta, which recommended increased funds for infrastructural development and establishment of a Niger Delta Consultative Council.[5] Popoola was required to retire from the at the start of the Nigerian Fourth Republic, as were all other former military governors and administrators. In 2004, he was working as managing director of Daybis Printing Press, a company in Ibadan.[4]

Donaldson Oladipo Diya (born 3 April 1944) is a retired Lt. General in the Nigerian Army. He was appointed Military Governor of Ogun State from January 1984 to August 1985. As Chief of the General Staff, he was the de facto Vice President of Nigeria during the Sani Abacha military junta

Donaldson Oladipo Diya was born on 3 April 1944 at Odogbolu, Ogun State, then Western Region, Nigeria. He was educated at the Methodist Primary School, Lagos, the Odogbolu Grammar School, and then at the Nigerian Defence Academy, Kaduna. He later attended the US Army School of Infantry, the Command and Staff College, Jaji (1980–1981) and the National Institute for Policy and Strategic Studies, Kuru. While serving in the military, Diya studied Law at Ahmadu Bello University, Zaria, where he obtained an LLB degree, and then at the Nigerian Law School, where he was called to bar as Solicitor and Advocate of the Supreme Court of Nigeria.[1]

Oladipo Diya became Commander 31, Airborne Brigade. He was appointed Military Governor of Ogun State from January 1984 to August 1985. He became General Officer Commanding 82 Division, Nigeria Army in 1985. General Oladipo Diya was Commandant, National War college (1991–1993) and then was appointed as Chief of Defence Staff. He was appointed Chief of General Staff in 1993 and Vice Chairman of the Provisional Ruling Council in 1994.[1]

Victor Olabisi Onabanjo (1927–1990) was governor of Ogun State in Nigeria from October 1979 – December 1983, during the Nigerian Second Republic. He was of Ijebu extraction.[1] Oloye Victor Olabisi Onabanjo was born in 1927 in Lagos. He was educated in Lagos and at the Regent Street Polytechnic in the United Kingdom, where he studied journalism between 1950 and 1951. He worked as a journalist for several years before becoming a full time politician. His column Aiyekooto (parrot - known for telling the plain truth) appeared in the Daily Service and Daily Express newspapers between 1954 and 1962.[2] Olabisi Onabanjo was elected chairman of the Ijebu Ode Local Government Area in 1977 under the tutelage of Chief Obafemi Awolowo. He was elected governor of Ogun State in October 1979 on the Unity Party of Nigeria (UPN) platform.[2] He was known as an unpretentious and plain-speaking man, and his administration of Ogun State was considered a model at the time and later.[3]

On May 13, 1982 he commissioned Ogun Television.[4] The Ogun State University, founded on 7 July 1982 was renamed Olabisi Onabanjo University on May 29, 2001 in his memory.[citation needed] He established the Abraham Adesanya Polytechnic, but General Oladipo Diya who became military governor in 1983 closed the school down, only to be re-opened after the return to democracy in 1999.[5]

Brigadier General Harris Otadafevwerha Deodemise Eghagha was appointed Military Governor of Ogun StateNigeria from July 1978 to October 1979 during the military regime of General Olusegun Obasanjo, handing over power to the elected governor Olabisi Onabanjo at the start of the Nigerian Second Republic.[1]

Eghagha was born on 8 March 1934 in Mureje, Okpe Local Government Area, Delta State.[2]

Eghagha played a minor role in the January 1966 coup that overthrew the Nigerian First Republic and brought in the military regime of Major-General Johnson Aguiyi-Ironsi, as a second lieutenant in charge of a roadblock in Kaduna.[3] His achievements while governor of Ogun State included building the legislative quarters and the road network in Abeokuta, the state capital.[4] He built and commissioned the Ogun State Hotel, Abeokuta, established industrial estates throughout the State and founded the Ogun State Polytechnic (nowMoshood Abiola Polytechnic) in Abeokuta.[2] He also served as Acting Governor of Sokoto and Kwara States, and was Nigeria's High Commissioner to Ghana.[2]

Brigadier Harris Eghagha died at the Lagos University Teaching Hospital on 19 March 2009, aged 75.[4]

Major General (retired) Saidu Ayodele Balogun was appointed the first Governor of Ogun StateNigeria after it was formed from part of the old Western State in March 1976, holding office until July 1978 during the military regime of General Olusegun Obasanjo.[1]

Balogun was an Infantry Brigade commander at the time of the coup in July 1975 when General Yakubu Gowon was ousted by generalMurtala Mohammed.[2] When appointed governor of the newly created Ogun State by Murtala Mohammed's successor, Olusegun Obasanjo, he faced various problems such as finding accommodation for government workers, who at first had to commute from Ibadanin the new Oyo State to Abeokuta, although by the end of his term of office most had found local accommodations. The Government offices were mostly rented at first.[3] He established the Ogun State School of Health Technology Ilese-Ijebu, at first on a temporary site.[4]

Ogun State has a Land Area of 16,409.26 square kilometers.

The State is endowed with a favourable climate and good vegetation for all year round cultivation of various cash and food crops as well as livestock rearing.

The population of Ogun State based on 2006 Census was 3,751,140 comprising of 1,864,907 Males and 1,886,233 Females.

However, the projected population as at 2011 Census is 4,397,604 with 2,186,301 Males and 2,211,303 Females

The People of Ogun State belong to the Yoruba Ethnic Group of South-West Nigeria and also live in parts of Benin Republic and Togo, with substantial Diaspora elements in Brazil, Cuba and Sierra Leone, consequential to the Trans-Atlantic Slave Trade.

The Sub-groups are mainly the Egba, Yewa, Awori, Egun, Ijebu, Remo, Ikale and Ilaje, Anago, Ketu, Ohori etc.

LANGUAGES: Yoruba and English (Official Language) and several dialects of the sub-groups.

FESTIVALS: Agemo, Lisabi, Ogun, Igunnuko, Orisa-Oko, Egungun, Obirin-Ojowu, Gelede, Oro, Ojude-Oba and Sango.

VEGETATION: The climate is also conducive for business and industrial growth. In Ogun State, we have in the south, the evergreen forest vegetation and soil most suitable for the cultivation of cash and food crops like oil palm, rice, kola- nut, cocoa, cotton, cassava, cocoyam and vegetables. While in the north, we have a vast grazing savannah land that is suitable for animal husbandry. In addition to this, there are forest reserves, rivers and lagoons with a beautiful ocean front down south that is good for beach resorts.
NATURAL RESOURCES: The State has natural resources that include forest and water bodies as well as large quantities of mineral deposits, such as limestone, phosphate, granite stone, gypsum, bauxite, bitumen, feldspar, clay, glass sand, kaolin, quartz, tar sand and gemstones.
HUMAN RESOURCES: Ogun State is the cradle of education in Nigeria and both the Government and the people of the State have taken education very seriously. Its people are very industrious and are found in all walks of life. It is one of the few states in Nigeria that can boast of adequate human capital needed for the development of the State.
