| MINISTRY OF SPECIAL DUTIES PREAMBLE 1.1 In line with the restructuring exercise carried out by the present administration in the State, the Ministry of Special Duties was created vide Circular No.CE.51/149 of 26th June, 2003. It is located within the Governor's Office Complex at Oke-Mosan, Abeokuta . The Ministry is headed by the Hon. Commissioner for Special Duties while the Administrative Head is the Permanent Secretary. Presently, there are 33 officers in the Ministry, including the Hon. Commissioner for Special Duties. OPERATIONAL STRUCTURE OF THE MINISTRY 2.1 The Ministry of Special Duties is made up of the following Offices/Departments
(i) Office of the Hon. Commissioner and the supporting staff
(ii) Office of the Permanent Secretary and the supporting staff
(iii) Departments of Finance and Administration
(iv) Department of Infrastructural Development
(v) Department of Special Duties. 2.2 Though it is mandatory for all Ministries in the State to have a Department of
Planning, Research and Statistics, its functions are presently being carried out at the Finance and Administrative Department. FUNCTIONS OF THE MINISTRY 4.1 Generally speaking, the Ministry of Special Duties is saddled with the responsibility of ensuring the Infrastructural Development of the State in all ramifications. This onerous task is being carried out through the followings:-
(i) Provision of Rural Feeder Roads-Grading of earth roads, laterited and culvert construction, etc.
(ii) Provision of Rural Water Supply-Construction/ Rehabilitation of Water Schemes, Provision of Boreholes, Provision of elevated water tanks, Provision of generator houses, etc.
(iii) Rural Electrification Programmes – provision of relieving sub-stations, provision and installation of Transformers.
(iv) Special Assignments – Rehabilitation and renovation works, VehicleRefurbishment, construction of New Markets etc. Execution of other State Emergencies. 4.2 The Ministry is also playing a supervisory role on the Rural Water Supply and Sanitation Agency (RUWATSAN) which is newly-created. One of it's main functions, in conjunction with UNICEF , is to embark on Water and Sanitation Programmes targeted towards the eradication of water-borne diseases especially guinea worm, in the endemic Local Government Areas of the State. Being a new Ministry however, some of these sections are yet to fully take-off. FUNCTIONS OF THE DEPARTMENTS

- issues bordering on staff welfare
- all matters relating to relationship with international representatives
(ii) INFRASTRUCTURAL DEVELOPMENT
- provision of feeder roads for the rural communities
- provision of electricity for the rural communities
- provision of relieving substations for both rural communities and urban dwellers
- provision of water supply for the rural communities
- all matters relating to infrastructural provisions
- any other duties that may be assigned (iii) SPECIAL DUTIES
- feasibility studies of all projects to be executed
- matters relating to State emergencies.
- procurement of Motor Vehicles, Generators, etc.
- other Special Assignments that may be assigned. RURAL WATER SUPPLY AND SANITATION AGENCY (RUWATSAN) 7.1 The main objective for the establishment of this Agency is to carry out Rural Water Supply across the State. It is also to assist UNICEF Programmes in the State. One of these programmes is targeted towards the total eradication of water-borne diseases. 7.2 A Bill for the establishment of the Agency was forwarded to the State House of Assembly, by the Ministry. The Bill has since been passed into Law. 7.3 Provision has been made for the smooth take-off of the Staff of the Agency. The programme Manager has been created in line with the directive of Unicef. Presently, the Ministry has made offices available for the Staff of the Agency. This is located at the Parastatals Building , Oke-Mosan in Abeokuta . 7.4 The Ministry has also taken delivery of some items from UNICEF. These include the following:-
(i) 12 Nos. village mechanic tools (for RUWATSAN 1 hand pump)
(ii) 45 Nos. Fast-moving spares (for RUWATSAN 1 hand pump)
(iii) 3 Nos. Yamaha Motor-Cycles
